Deal with Office Equipment manufactures
Remember the empty office space, it has to be filled so they make long term deals with office equipment manufacturers because they are a critical part of what they need to short lease brand new equipments in preparation for the clients that are coming. The deal can come in different shades but all in all, it will be profitable for the support staff agency.
Deal with car rental companies
They need brand new looking cars. They might even need chauffeurs. By now you should know what they will do. They can rent a limousine if that is the status the clients deserve or they can rent heavy four wheel drives because it is the practical thing to do.
There is enough above to show you that you do not need to break the bank to either establish an office support staff agency or run it.
They have skeletal staff
The permanent staff the retain may not be up to 5 or 10, and they are there for administrative purposes. The rest are hired or belong to one agency or the other.
